End of the month quotas to meet?

My front headlight was out in my car but I had to go pick up my friends at my parents' house.  You gotta do what you gotta do.  I was one block from home and drove past a police car.  He whipped into the street with lights flashing and siren screaming.  I calmly took a left and pulled into my driveway at the same time realizing that he was after me.  He blocked the entire road with his car, siren still going and lights flooding my yard and the street.  I thought to myself, hmmm... officers don't generally like you to get out of the car so I put up my windows and closed my sun roof.  In the meantime, one of my friends had gotten out of the back seat and went to the trunk to get his stuff out.

The officer hadn't moved so I got out of the car and walked over to him (about 6 feet away).  I couldn't see the guy because he still had his flood lights and whirly lights on.  He told me that my front light was out.  I told him that it had just happened and I knew and would get it fixed.  He looked at me and said, "Make sure you get that fixed!".  Uh, I just told you that I was going to.

Was it really necessary to block the road and keep the lights on if he was just going to tell me that my light was out?  I guess he thought it was.  Still, I didn't get a ticket.
